We support the election of Marie Hoover, a Portsmouth Democrat, to the Fourth District Court of Appeals. This district includes Athens and 13 other southeast Ohio counties.
Hoover, 43, offers 18 years experience as a trial attorney and has handled numerous appeals. She has worked on a wide spectrum of legal cases, something that equips her to hit the ground running as an appeals judge. Since last winter, Hoover has served as a magistrate in the Municipal Court in Scioto County. She also has served as solicitor for small communities in Pike County.
Her opponent, Leonard Holzapfel, is a long-time private attorney and Common Pleas judge in Jackson County. Having previously served as both a law director and prosecutor, he also offers an impressive resume for the appeals court seat.
While both candidates appear well qualified for the judgeship, we're impressed by Hoover's breadth of legal experience, in both public and private practice, at such a relatively young age.
We also like the fact that she has advanced ideas for modernizing the appeals court with electronic filing of documents.
