Bomb false alarm closes several uptown streets for four hours

By David DeWitt

The city of Athens' parking garage reopened at 1:30 Monday afternoon   after a bomb scare closed down the garage and surrounding streets and sidewalks for most of the midday.

Athens Assistant Service-Safety Director Ron Lucas said that the Athens Police Department received a report of a suspicious package in the city parking garage at 9:33 a.m.

The Columbus Fire Department Bomb Squad was called to investigate the package, and the area was evacuated in order to take necessary precautions to protect the public, Lucas said.

"The package was determined by qualified individuals to not be a threat," he said. "The response demonstrated the ability of emergency response crews to effectively manage a potential incident."

Lucas said that the incident remains under investigation.

During the bomb squad's investigation, East Washington Street between Court and College streets was closed to vehicular and pedestrian traffic. Also, College Street was closed to vehicular and pedestrian traffic between Union and Mill streets. Court Street remained open to auto and foot traffic.

Lucas said that safety officials imposed a "soft evacuation" on the buildings surrounding the garage, including the Athens City Building, an office building next to the garage and Chase Bank. He said that Ohio University evacuated Kantner Hall on College Street in response to the situation.

After sending in robotic equipment to investigate the package, officials carried out what appeared to be a hard black plastic case with a brown plastic shopping bag inside filled with material that was not immediately identifiable.

Lucas said that the package was found in a parking space on the upper portion of the first floor of the garage. He said that officials were unable to determine anything from city cameras installed in the garage.

There is no cost incurred by the city for calling in the Columbus bomb squad, Lucas said.

I am actually very outraged and upset at the "soft evacuation" that was done by the Athens City Police Department. There is a preschool that was completely overlooked. The preschool is at First United Methodist Church that is located on College Street, right across from the parking garage. The preschool was never notified by police that there was a possible threat. The preschool starts at 8:45a and ends at 11:30a. The church had a walk through officer after the kids had all left for the day at the end of their normal school day. My husband went and picked up my son at the end of the normal time and he said there were roadblocks but no one keeping traffic from going around the roadblocks. Not to mention the roadblocks were only on one side. There were 2 officers standing outside the police station on College Street and neither of them stopped traffic from going around the roadblocks to pick up their kids. Also, neither one of the officers told the parents anything about what was going on. I think that this shows that there was a failure of the city of Athens to protect small children. At the very least, the "soft evacuations" should've occurred immediately after the phone call of the bomb squad. I think that the school should've had the option to choose to send the kids home. Instead, that wasn't even an option. Had there been a bomb, 25 innocent children and their teachers could've been in harms way right across from the police station while the city workers and the bank were safe. I am completely lacking faith at this point with the safety personnel in this incident.

For one, people should be smart enough to know that when they see a road block sign that means "stay away" "don't drive through here" otherwise natural selection just may get them. And, If the Police Department felt that there was imminent danger to these school children I am sure they would have evacuated the pre school, Furthermore, the Police Departments crystal ball probably wasn't working to let them know that there was pre schoolers in that church in the first place.
